LKLT Areodrome Flight Restriction

Dear pilots,
Please pay your attention that aerodrome Letňany (LKLT) have no established Aerodrome Traffic Zone (ATZ). Aerodrome is located in MCTR Kbely and a flight along traffic circuit goes through CTR Ruzyně. (look at attachment №1, 2)
It is especially important to consider this fact when you plan your departure or arrival outside operating hours of Letňany Radio.
When Letňany Radio is not active procedures for VFR flights to/from Kbely Airport shall apply, with a permanent two-way radio contact with MTWR Kbely (120,880 (backup 134,730)). The arrival/departure route is subject to ATS Kbely clearance.
Special attention should be paid in case of arrival to RWY 05L/R via MIKE outside operating hours of Letňany Radio. In this case PIC shall report Ruzyně CTR violation caused by the flight along the traffic circuit to MTWR Kbely in advance to ensure timely coordination between APP Praha and MTWR Kbely, otherwise clearance issued only for flight in MCTR Kbely. (VFR Manual of Czech Republic, Section AD, LKLT, subparagraph 1.3.4.3)

To be able to comply with this regulation we recommend our pilots to be thoughtful and follow next recommendation:
When establishing contact with MTWR Kbely request aerodrome arrival information (wind, known traffic information) in Letňany as soon as practicable (you can do it right after receiving clearance to enter MCTR) so you will have enough time to make up your decision about your arrival route. This will allow you to advise controller of Kbely about your intensions beforehand and promote timely coordination between APP Praha and MTWR Kbely.

Remember that conditions and rules of Class G airspace within area of LKLT traffic circuit are applicable only while TRA GA Letňany 1N and Letňany 1S areas are activated. Normally these areas are active within operational hours of Letňany Radio. However there can always be exceptions.
Information on the activation and extent of use of TRA GA can be obtained by telephone or on the operating frequency APP Praha, TWR Ruzyně, MAPP/MTWR Kbely, FIC Praha or “Providing information to known traffic Letňany” unit (Letňany Radio).
In operational hours of Letňany Radio and while TRA GA Letňany 1N and 1S areas are activated, the flights along traffic circuit, which is followed by direct flight to/from point MIKE, are applied according to Letňany Radio instructions.
If areas 1N and 1S are not active and outside operating hours of Letňany Radio Class D airspace conditions and rules apply within area of LKLT traffic circuit. In this case procedures for VFR flights to/from Kbely Airport shall apply, with a permanent two-way radio contact with MTWR Kbely. The arrival/departure route, including flight along traffic circuit in this case is subject to ATS Kbely clearance.

Only one-time departures and arrivals are allowed outside operational hours of Letňany Radio.
It is prohibited to fly traffic circuit training after 1600UTC and when TRA GA Letňany 1N and 1S are not activated.

Pilots are required to familiarize themselves with:
⦁ Local traffic regulations and restrictions (VFR Manual, Section AD, LKLT);
⦁ LKLT Airport Rules, which are available at www.letnany-airport.cz in its current form;
⦁ Rules of usage, regulations and restrictions applicable to TRA GA (AIP CR, ENR 5.5.5.)
